running fdroid-repo-build-deploy.yml without changes in metadata leads to empty summary and description

todo:

  • check which fdroid command is the reason
  • depending on command
    • check if possible to build only app ids that were not build already
    • check to run the command only for newly build apps

Works correctly when code is checked out. This could be achieved e.g. through fdroid scanner de.thedevstack.piratx:1104.
