Sergei Golubchik e96885de92 fixed for mysql-test-run to

* fully support --mysqld=--plugin-load=xxxx
* uniformly support all loadable plugins, no need to hard-code
  every new plugin in mtr
* autodetect MTR_VS_CONFIG on windows
