Robin Newhouse 9c287c0a90 All-green GitLab CI in 11.0 branch 
Include cppcheck and FlawFinder for SAST scanning.
Ignorelists are present for both, so only new problems will trigger a CI
failure.

All new code of the whole pull request, including one or several files
that are either new files or modified ones, are contributed under the
BSD-new license. I am contributing on behalf of my employer
