Alexander Barkov 93d270c3a4 MDEV-33830 Support for cursors on prepared statements 
Adding support for cursors on prepared statements.

- SQL Standard way:
    DECLARE c CURSOR FOR stmt;
    PREPARE stmt FROM 'SELECT ?';
    OPEN c USING 1;

- Oracle-style way with SYS_REFCURSOR variables:
    DECLARE
      c SYS_REFCURSOR;
    BEGIN
      OPEN c FOR 'SELECT ?' USING 1;
