Vladislav Vaintroub ae8a326105 Windows on ARM64: Support building with clang-cl 
- don't use -msse4.2 flag on ARM, only on AMD64
- add -march=armv8-a+crc, to crc32_arm64.c with latest clang-cl from
  LLVM (cross-compiler and native)
- clang-cl needs arm_acle.h to use crc32 intrinsics
