Correct all occurences of an option in the section. To avoid memory problems preallocate reserve of 1K, and
realloc it later if needed (almost never).

Add forgotten opt_applied= 1 statement. Because of this adding new options to sections didn't work.
Extended function comment, addded licencing info and fixed coding style. With current patch only
the first occurence of the option in a section is changed. According to monty, all options should be changed
instead. This change is to appear in the next patch.

- Removed unneccessary variables.
- Made a function of that part of code, which actually changes
the line under modifications.
- Fixed memory overrun problem with my_malloc. Too little space
was reserved.
- Fixed problem in case, when new option was added at the end
of the section. Before, it was added as the last line of the
section, even if it left empty lines between.
- Fixed so that the configuration file is not saved unneccessarily,
if no modifications are done. (file timestamp remains)
- This should fix (at least partially) problems described in
Bug#10806

This fixes a compilation failure in mysql_com.h, which doesn't have
'uint' alias visibile. Maybe worth while changing to unsigned int, but
the rest of functions that work with defaults files return int.
