The ROUND(X, D) function would change the Item::decimals field during
execution to achieve the effect of a dynamic number of decimal digits.
This caused a series of bugs:
Bug #30617:Round() function not working under some circumstances in InnoDB
Bug #33402:ROUND with decimal and non-constant cannot round to 0 decimal places
Bug #30889:filesort and order by with float/numeric crashes server
Fixed by never changing the number of shown digits for DECIMAL when
used with a nonconstant number of decimal digits.

This is a consolidation, to keep the functionality that is shared by all
SQL statements in one place in the server.
Currently this functionality includes:

After this patch and the subsequent patch for Bug#12713, it shall also include:
- ha_autocommit_or_rollback()
- net_end_statement()
- query_cache_end_of_result().

include/mysql_com.h:
Rename now unused members of NET: no_send_ok, no_send_error, report_error.
These were server-specific variables related to the client/server
protocol. They have been made obsolete by this patch.
Previously the same members of NET were used to store the error message
both on the client and on the server.
The error message was stored in net.last_error (client: mysql->net.last_error,
server: thd->net.last_error).
The error code was stored in net.last_errno (client: mysql->net.last_errno,
server: thd->net.last_errno).
The server error code and message are now stored elsewhere
(in the Diagnostics_area), thus NET members are no longer used by the
server.

The story of COM_SHUTDOWN is interesting. Long story short, the server
would become on its death's door, and only no_send_ok/no_send_error assigned
by send_ok()/net_send_error() would hide its babbling from the client.
First of all, COM_QUIT does not require a response. So, the comment saying
"Let's send a response to possible COM_QUIT" is not only groundless
(even mysqladmin shutdown/mysql_shutdown() doesn't send COM_QUIT after
COM_SHUTDOWN), it's plainly incorrect.
Secondly, besides this additional 'OK' packet to respond to a hypothetical
COM_QUIT, there was the following code in dispatch_command():

net_send_error(thd);
This worked out really funny for the thread through which COM_SHUTDOWN
was delivered: we would get COM_SHUTDOWN, say okay, say okay again,
kill everybody, get the kill signal ourselves, and then attempt to say
"Server shutdown in progress" to the client that is very likely long gone.
This all became visible when asserts were added that the Diagnostics_area
is not assigned twice.
Move query_cache_end_of_result() to the end of dispatch_command(), since
net_send_eof() has been moved there. This is safe, query_cache_end_of_result()
is a no-op if there is no started query in the cache.
Consistently use select_send interface to call abort() or send_eof()
depending on the operation result.
Remove thd->fatal_error() from reset_master(), it was a no-op.

There's currently no way of knowing the determinicity of an UDF.
And the optimizer and the sequence() UDFs were making wrong
assumptions about what the is_const member means.
Plus there was no implementation of update_system_tables()
causing the optimizer to overwrite the information returned by
the <udf>_init function.
Fixed by equating the assumptions about the semantics of
is_const and providing a implementation of update_used_tables().
Added a TODO item for the UDF API change needed to make a better
implementation.

during udf initialization. The bug is spotted while working on Bug 12713.
If a user-defined function was used in a SELECT statement, and an
error would occur during UDF initialization, this error would not terminate
execution of the SELECT, but rather would be converted to a warning.
The fix is to use a stack buffer to store the message from udf_init instead
of private my_error() buffer.

A fix for Bug#32007.
net.last_error buffer was used to store the temporary message from udf_init.
Then, when my_error() was called, net.last_error was not empty so
my_error() would conclude that there is already an error in the error stack,
and not "overwrite" it.
However, thd->net.report_error was not set, so the the
SELECT was not aborted.
The fix is to use a stack buffer instead of thd->net.last_error
to store the message from udf_init. The message will end up in
thd->net.last_error anyway after a call to my_error.

There are two problems with ROUND(X, D) on an exact numeric
(DECIMAL, NUMERIC type) field of a table:
1) The implementation of the ROUND function would change the number of decimal
places regardless of the value decided upon in fix_length_and_dec. When the
number of decimal places is not constant, this would cause an inconsistent
state where the number of digits was less than the number of decimal places,
which crashes filesort.
Fixed by not allowing the ROUND operation to add any more decimal places than
was decided in fix_length_and_dec.
2) fix_length_and_dec would allow the number of decimals to be greater than
the maximium configured value for constant values of D. This led to the same
crash as in (1).
Fixed by not allowing the above in fix_length_and_dec.

Previously, UDF *_init functions were passed constant strings with erroneous lengths. The length came from the containing variable's size, not the length of the value itself.
Now the *_init functions get the constant as a null terminated string with the correct length supplied too.

This actually, fix for the patch for bug-27354. The problem with
the patch was that Item_func_sp::used_tables() was updated, but
Item_func_sp::const_item() was not. So, for Item_func_sp, we had
the following inconsistency:
- used_tables() returned RAND_TABLE, which means that the item
can produce "random" results;
- but const_item() returned TRUE, which means that the item is
a constant one.
The fix is to change Item_func_sp::const_item() behaviour: it must
return TRUE (an item is a constant one) only if a stored function
is deterministic and each of its arguments (if any) is a constant
item.

When calculating the result length of an integer DIV function
the number of decimals was used without checking the result type
first. Thus an uninitialized number of decimals was used for some
types. This caused an excessive amount of memory to be allocated
for the field's buffer and crashed the server.
Fixed by using the number of decimals only for data types that
can have decimals and thus have valid decimals number.
