Fix a large amount of minor fixes to maintainer scripts and other done
downstream in the official Debian packaging.

ownership and only start/stop processes owned by root or 'mysql'
* Remove obsolete 'NO_UPDATE_BUILD_VERSION=1' as it did not affect the
RocksDB build reproducibility as previously assumed
* Run 'wrap-and-sort -av'
These are mainly internal files so is a low impact change.
The few scripts/mysql*sql where renames to mariadb_* prefix
on the name.
mysql-test renamed to mariadb-test in the final packages
Debian script debian-start upgrades database (which can be huge)
and prints lots of unnecessary information (not errors). Add
'--silent' to only sport possible errors
The mariadb.service systemd file indeed does contain:
ExecStartPost=/etc/mysql/debian-start
So don't claim it does not use debian-start.

Partially reverts commit a4cc6fb91f.
While all current versions of Linux have systemd, support for traditional
init.d is still needed e.g. on Linux subsystem on Windows, kFreeBSD and
special variants of Debian/Ubuntu that for other reasons don't have
systemd.
Thus, re-introduce the init file that was remove, but this time with
then name 'mariadb'.
Supporting traditional sysv init in paraller with systemd is easy, since
Debian has facilities for it.
Also simplify and update salsa-ci.yml install/upgrade testing works
for all previous MariaDB and MySQL releases without any excess quirks.
Note that in fresh installs the salsa-ci.yml needs to run command
'service mariadb status' to control the service, while on upgrades
it is enough to run 'service mysql status', since the init.d/mysql
file is left behind from previous install, along with some other
config files such as /etc/default/mysql and /etc/mysql/* stuff.
1. don't run full mysql_upgrade on every server restart,
use --version-check to do it only once
2. fix syslog tag name in the postinst script, don't pretend
mysqld_safe generated all these messages. Auto-detect the version
to simplify maintenance
These changes update the contents and behaviour of current packages
to match the current packaging in Debian official repos.
Keep mtr test scope small.
Updating maintainer scripts also required regenerating the translations.
Rules based on modern dh_* buildtools.
Update control file with new Debian conventions:
- Provide virtual-mysql-* virtual packages
- Recommends perl modules instead of Depends
