This assert could be triggered during two phase commit if binary
log was used as transaction coordinator log. The triggered assert
checks that the same number of transaction IDs are processed in
the prepare and commit phases.
The reason it was triggered, was that the transaction consisted
of an INSERT/UPDATE IGNORE that had an ignorable error. Since it
had an error, no row log events were made and therefore
prepared_xids was 0. However, since it was an IGNORE statement,
the statement started a read/write statement transaction, committed
it and completed successfully.
This patch fixes the problem by adjusting the assert to take
this possibility into account.
Test case added to binlog.binlog_innodb_row.test.
The test case added in previous patch missed a RESET MASTER on
test start up. Without it, showing binary log contents can
sometimes show spurious entries from previously executed tests,
ultimately causing test failure - result mismatch.

This patch also moves the test case into binlog_innodb_row.test
file. This way we avoid having yet another test file,
binlog_row_innodb_truncate.test, whose only purpose is to host
one test case. This had been actually suggested during original
patch review, but somehow the binlog_innodb_row was missed when
searching for a file to host the test case.

Extending bug#40221 regression test to include the INSERT dup key errored-out case.
A transaction could result in having an extra event after a query that
errored e.g because of a dup key. Such a query is rolled back in
innodb, as specified, but has not been in binlog.
It appeares that the binlog engine did not always register for a query
(statement) because the previous query had not reset at its statement
commit time. Because of that fact there was no roll-back to the
trx_data->before_stmt_pos position and a the pending event of the
errorred query could become flushed to the binlog file.
Fixed with deploying the reset of trx_data->before_stmt_pos at the end
of the query processing.

Flushing the pending row event at binlog_end_trans() is moved down to the commit
branch.
Resetting of trx_data->before_stmt_pos to the uninitialized value at the end of the
statement is implemented in binlog_commit() and binlog_rollback().
Asserting emptiness the transaction cache after reset() and the uninitilized value for the statement's savepoint binlog position.
