Change and add define for access level
Can show upload link every time
Can restrict access upload.class.php
Can choice category on upload page
Add upload class not use for the moment

Part of feature 32: fr_FR.iso-8859-1 and en_UK.iso-8859-1 contents become

utf-8 encoded and the directory names lose encoding information as the only
supported encoding becomes utf-8.
