1015546138 merge r6586 from branch 2.1 to trunk 
bug 1721 fixed: remove the limit of 10 tags for each photo with the new
FCBKcomplete widget. The limit can't be removed (defaut value is also 10)
but I've increased it to 100.

10dac9de37 bug 1637: make the privacy level the same everywher, use "who can see this photo?"

3a076f460d feature 724: FCBKcomplete propagated to element_set_global and 
element_set_unit to manage tags.

Note: multiple instances of FCBKcomplete on the same page does not work as
good as a single instance.

14778ce673 feature 1502: based on Dotclear model, P@t has reorganized the way Piwigo 
manages template/theme in a simpler "theme only level" architecture. It
supports multiple level inheritance.
